27. The commissioner may, with the consent of the parties, replace the hearing with a meeting with the parties in an attempt to bring them to settle the dispute by conciliation as provided for in section 21.0.3 of the Act respecting labour relations, vocational training and manpower management in the construction industry (chapter R-20), by written arguments, by a telephone conference call, by an examination of the record or by any other means.
